Due to the adjournment of the meeting and the deadline passing, APIL's draft PSP is now deemed accepted for advertising purposes. This has been confirmed by the Department of Planning, Lands and Heritage (DPLH).

As per the Regulations, the Town should have advertised APIL's draft PSP by 18 June 2024; however, following the Council's decision on 4 June 2024, the Town will not advertise it.

As the Council opted not to advertise, the DPLH may undertake the advertising and the Town has been advised that this will occur in future. That advertising process will last for 42 days, providing the community an opportunity to give feedback and suggest modifications to the draft PSP.

Details on how to give feedback and where to find APIL's PSP will be provided when advertising commences.

The Town’s PSP for the Floreat Activity Centre

At the Special Council Meeting on 7 May 2024, the Council resolved not to accept APIL’s PSP, stating that it did not meet the requirements for a PSP under the Planning and Development (Local Planning Scheme) Regulations 2015 and was not consistent with the Town’s Local Planning Strategy 2021. The Council, reaffirming its decision from the 19 December 2023 Ordinary Council Meeting, concluded that an externally developed PSP by the landowner was unnecessary and that the community's best interests would be served by preparing the Town’s own PSP.

During the same meeting, the Council awarded the tender for preparing the Town’s PSP to GHD, with an expected delivery timeframe of up to six months for the draft PSP to be presented to the Council for advertising and adoption. The contract with GHD has been executed, and the first meeting, which included members of the Community Working Group, was held on 22 May 2024.

At the 23 April 2024 Ordinary Council Meeting, the Council resolved to establish a Community Working Group for the Floreat Activity Centre PSP. The terms of reference for the group were endorsed, and the following members were appointed at the 7 May 2024 Special Council Meeting:

  • Mayor Gary Mack (Presiding Member)
  • Cr Jane Cutler
  • Cr Xavier Carr
  • Cr Georgie Randklev
  • Anthony McKinley (community member)
  • Alistair Oliver (community member)
  • Melanie Foley (community member)

The first Community Working Group meeting was held on 29 May 2024. Community Working Group meetings will continue on a regular basis and on occasions when required.

APIL’s PSP

On 20 May 2024, a Special Council meeting was convened to decide if the Council would accept APIL’s plan for advertising. According to the Planning and Development (Local Planning Scheme) Regulations 2015, the Town had 14 days from the receipt of APIL’s additional information to accept the PSP for advertising, making 20 May the statutory deadline. However, the meeting was adjourned until 4 June 2024 to give Elected Members more time to thoroughly review APIL’s PSP and the Council Report before making a decision. The meeting resumed at 6 pm on 4 June 2024 at the Town’s Administration Building in the Council Chambers and the Council resolved to reaffirm its Decision made on 7 May 2024 to not accept the Precinct Structure Plan submitted by APIL Group on 9 February 2024 for the Floreat Activity Centre.

Due to the adjournment and the deadline's passing, the WA Planning Commission has now deemed APIL's PSP accepted for advertising purposes. As per the Regulations, the Town must advertise APIL's PSP by 18 June 2024. However, following the Council's decision on 4 June, the Town will not advertise it. As the Council opted not to advertise, the WAPC may handle the advertising. Should the WAPC handle the advertising, it will last for 42 days, providing the community an opportunity to give feedback and suggest modifications for the WAPC's consideration during their approval process. Details on how to give feedback and where to find APIL's PSP will be provided should advertising commence.

Open Session & Workshops

On 21 March 2024, the Town held an Open Session for the community about the Floreat Forum Activity Centre. Attracting more than 120 participants, this was an information session where the Town presented a summary of the outcomes from the recent visioning engagement workshops. The feedback from the workshops and the Open Session will be used by the Town to develop our own Precinct Structure Plan for the Floreat Activity Centre, and to assess the APIL Precinct Structure Plan when it is released for advertising and community consultation.
